Job Description

The Principal Evaluator will manage and deliver an evaluation of UNEP’s Enabling Subprogramme Finance and Economic Transformations. Responsibilities include:

Leading the inception phase: mapping projects, drafting evaluation frameworks, developing survey protocols, and preparing the Inception Report.

Data collection and analysis: conducting desk reviews, interviews, and engaging stakeholders throughout the evaluation process.

Reporting: drafting the Main Evaluation Report, responding to comments, and ensuring final approval by the Evaluation Manager.

Managing relations: maintaining independence, fostering participatory evaluation, and communicating effectively with stakeholders.

Qualifications & Skills

Advanced degree in environmental sciences, international development, political or social sciences.

Minimum ten years of technical evaluation experience, preferably with large-scale regional or global programmes.

Knowledge in resource efficiency, sustainable finance, UN policy, programme management, and multilateral environmental agreements.

Independence from prior involvement in the evaluated Subprogramme is required.
